There are 3 levels because:

• Not everybody wants access to the more sophisticated and complex apps on the higher levels.
• Having an extremely low entrance level, the more cautious can gain access at minimal cost.
• You may only need access to the higher levels for a short time – you can upgrade or downgrade any time you wish.
