There are 3 levels because:

Not everybody wants access to the more sophisticated and complex apps on the higher levels.
Having an extremely low entrance level, the more cautious can gain access at minimal cost.
You may only need access to the higher levels for a short time – you can upgrade or downgrade any time you wish.
